General Summary:

The Payroll Manager is responsible for providing strategic oversight and management of the payroll function ensuring the timely and accurate payments for 1200+ employees per week currently in California.  The Payroll Manager is a key member of the Finance team and works closely with team members in satellite branches ensuring a high level of customer service to employees.  


  • Manages full-cycle payroll functions for multiple locations to ensure that the organization’s payroll is run efficiently, accurately and all payments are made in a timely manner
  • Ensure statutory payroll requirements are met and best practice is adopted and are complied with
  • Ensure payroll controls are robust and are operated effectively to maintain the integrity and accuracy of the payroll data, compliance and reporting
  • Produce payroll reports, review personnel and data load files, perform audits and take action as necessary to ensure the accuracy of weekly payroll
  • Respond to queries regarding current and past employees, researching historical data as necessary, and dealing with current and backdated payroll discrepancies and processing of updates to payroll files
  • Ensure payroll calculations produce expected results and resolve anomalies identified
  • Ensure all costing and journal information for the posting to the finance systems are accurate
  • Perform monthly and annual payroll reconciliations to ensure integrity of the payroll data
  • Provide payroll technical support to the internal teams to resolve payroll reconciliation issues or discrepancies
  • Provide support to the Human Resources (HR) department to ensure changes initiated by HR meet legislative requirements and flow correctly into payroll system
  • Provides/ensures staff receive all new hire, training and performance reviews on time 
  • Builds positive relationships inspires others to perform at a higher level, prepares career development plans and retains an accountable workforce
  • Work with Controller on depositing and reporting payroll taxes in compliance with state and federal guidelines
  • Prepare Payroll Tax Returns, W2s and ACA forms
  • Additional Ad-hoc duties as assigned per needs of the business


  • 2-3 years of supervisory or lead payroll experience required with demonstrated team leadership and mentoring
  • Experience managing a team of 3-5 payroll administrators, and/or processors desired
  • Staffing industry not required but will be helpful in this role or familiarity with transient workforce (hospitality, restaurants, production, retail, etc.)
  • Solid understanding of federal, state and local wage and hour employment tax laws
  • Experience managing payroll functions for multiple sites and experience with high volume of hourly/non-exempt employee population
  • Familiarity with both automated time-card and paper time-card processes
  • Bachelor's degree in Accounting, or Finance desired, but not required
  • Experience with payroll systems integrations and payroll automation
  • Ability to work well in both a team-based environment and independently
  • Exceptional analytical and problem-solving skills
  • Exceptional interpersonal and customer service skills
  • Exceptional knowledge of the payroll regulations including payroll taxes, unemployment insurance, ACA, etc.  
  • Exceptional skills in computer applications and software, especially MS Excel
  • Excellent written and verbal communication skills
  • Strong organizational skills and high attention to detail
  • Knowledge of supervisory practices and techniques, including performance management and employee development
  • Successful track record of leading and driving positive change through others
  • Ability to attract, retain and develop a competent and committed team
  • Bilingual preferred (English/Spanish)
